ALCOHOL: Indiana’s current regulation of alcoholic beverages is confusing and outdated, with the potential to impede business investment and undermine the economic development of Indiana cities and towns. Therefore, OneZone supports a thorough review and modernization of Indiana’s alcohol laws and policies with a firm belief they should emphasize a free-market philosophy for production, distribution and sales. OneZone is supportive of an open review process with the state legislature and governor’s office working to remake the current system to be more straightforward, simplified and supportive of a free-market approach. OneZone also supports expanding the opportunities for reasonably-priced permits in growing communities and special districts. While we support leveling the permit playing field, we oppose any sort of permit referendum requirement.
BIAS CRIMES: Quality of place is integral to attract and retain businesses and employees in our communities. Therefore, OneZone supports enacting statewide bias crime penalties for a criminal offense where it can be proven that the victim or target is selected because of perceived or actual enumerated characteristics – including but not limited to: race, religion, sexual preference and gender identity.
OPIOIDS: Addiction issues affect Hoosier business’ health and growth. This has become a growing issue across our country, our state, and nation and OneZone supports initiatives that address prevention and treatment. In addition, we support strengthening enforcement efforts and penalties for those that illegally manufacture drugs that result in death. Mental health is also a critical issue that should be addressed in connection with this policy area.
REGIONAL DEVELOPMENT INITIATIVES: Strong communities make a strong state. Therefore, OneZone supports efforts for a local option of funding and regional development tax credits to support an ongoing Regional Cities program to allow quality of place and talent retention and attraction projects to continue in the state while fostering a regional collaboration model.
SCHOOL SAFETY: In Hamilton County, there is no economic development driver stronger than our high-performing public schools. OneZone supports efforts by the state to provide both record funding, and local governance for public education, particularly on issues related to school safety. This includes, but is not limited to: easier access to funding and/or grants for schools to purchase security equipment, hiring of additional school resource officers, and/or funding for capital improvements to facilities; liability protection for good-faith first responders and those involved with safety planning; review of the juvenile justice system to better address risk presented by school violence; local governance to develop the best approach for each community; maximum sharing of information and gathering of information about students and potential threats to assist in safety planning; increasing support for social emotional needs for direct services and/or collaboration with regional providers; and responsible weapon security including preventing access to weapons by those that should not have them, including children.
TOBACCO REFORM: Indiana’s tobacco use costs Hoosier businesses over $6 billion a year in health care costs, absenteeism, and productivity loss. Therefore, OneZone supports increasing the age for legally purchasing tobacco products from 18 to 21 years old. We also support an increase in the tobacco tax in the hopes to decrease sales of tobacco products. We also support repealing preferential treatment for smokers in the workplace (AKA “Smokers Bill of Rights”).
