By completely closing the intersection, this project can be completed in about half the time, less expensively and with better safety measures for road crews.
The roundabout will also increase the potential for alternative transportation connectivity. The work schedule will allow for the time needed to move major utilities, work through elevation changes, and shift the project away from Flowing Well Park, which is federally protected from encroachment.
The official Detour will use Hazel Dell Parkway and Keystone Parkway to accommodate north-south traffic, and east-west traffic will use 96th Street or Main Street.
The majority of the project is expected to be done and traffic flowing on or near November 18th, 2016, however there will need to be landscaping and plantings done next spring to avoid frost/cold kill of the new landscaping, that work is expected to finish no later than June 1, 2017.
Carmel Link 2.0 Update
CARMEL LINK 2.0 is a concentrated infrastructure improvement program that will result in the completion of new roundabout intersections along Gray Road, 96th Street, Range Line Road, 116th Street, Guilford Road, Pennsylvania Street, Spring Mill Road, Towne Road, Keystone Parkway with a new interchange at 96th Street, storm water management and drainage improvement projects throughout the City of Carmel. It will also include the upgrade of a large section of Range Line Road and other miscellaneous improvements over the next three-years.
