“I am pleased to promote Jim Barlow to the role of our next Police Chief. His experience in Carmel and his knowledge of law enforcement make him perfect for this role,” said Mayor Brainard. “I also wish to thank Chief Green for his many years of service. We wish him well in his retirement.”
Jim Barlow has been a member of the Carmel Police Department for 34 years, the last six years serving as Assistant Chief. During his tenure, he also served as Commander of the SWAT team, as well as Commander of the Operations, Special Investigations, and Support Divisions. Barlow received a Bachelor’s Degree from Indiana University and is also a graduate of the FBI National Academy.
Major Aaron Dietz, who will become Assistant Chief over Operations, has commanded the Special Investigations Division and the Hamilton/Boone County Drug Task Force since 2012. Major Dietz has been a member of the Carmel Police Department for 28 years and is a graduate of the FBI National Academy. He holds an Associate’s Degree from Terra Technical College in Applied Science and a Bachelor of Science degree from Calumet College of Saint Joseph in Law Enforcement Management.
Major Jeff Horner, who will become Assistant Chief over Administration, is a 1993 Ball State University graduate with a degree in criminal justice. He joined the Carmel Police Department in January 1994 after graduating second in his class at the Indiana Law Enforcement Academy. He spent his first 13 years on the department in the Operations Division. He has also served as an Administrative Lieutenant in the Support Division running the School Resource Unit and has served as the department's Public Information Officer. In January 2017, he was appointed to Major of the Operations Division. Horner has been one of the department's defensive tactics instructors for last 22 years, spent 11 years on the SWAT team and six additional years as the SWAT Commander.
Chief Tim Green is retiring after 35 years with the Department, the last six serving as Police Chief. Under his guidance, the department has grown to 113 sworn officers and 25 civilian support personnel and continues to be accredited by the Commission on Accreditation of Law Enforcement Agencies, an international recognition for professionalism, excellence and competence.
“Serving the citizens of our community has been a privilege and an honor,” said Green. “While I look forward to retirement, I certainly will miss working alongside some of the best people one could be associated with.”
“Chief Green has served the citizens of Carmel for over 35 years and all of Carmel owes him a debt of gratitude for his public and successful service to our community,” said Mayor Brainard.
